The Clubhouse, Tennis Court, and Pool Committee

The Clubhouse, Tennis Court, and Pool Committee shall have primary responsibility for the day-to-day operation and planning of all maintenance, replacement and repair of the clubhouse, tennis courts, pool and related Association property. The Clubhouse, Tennis Court, and Pool Committee shall also be responsible for estimating future needs for replacement and repair of the clubhouse, tennis courts, playground and pool, and for presenting that plan to the Board of Directors sixty (60) days prior to the budget being due.  The Committee will submit articles to the Communication Committee to be included in each edition of the community newsletter.

The Grounds Committee

The Grounds Committee shall have responsibility for oversight of the maintenance and improvement of all common areas owned and/or maintained by the HOA.  These areas include the landscaped areas at the entrance, roadway medians, as well as common areas surrounding the clubhouse, tennis courts, playground and ponds (when applicable).  The Committee shall advise the Board on matters relating to landscape maintenance services where such service is out-sourced.  The Committee is responsible for activities leading to the beautification of Legacy Grove, and to that end, will coordinate and oversee neighborhood work-days as needed to maintain the beauty of the entrance and common areas.  The Grounds Committee shall submit articles to the Communication Committee to be included in each edition of the community newsletter.

The Covenant Guidelines Committee

The committee members are responsible for notifying the Chairperson of any covenant violations and then the Chairperson will send out a series of notifications when necessary, to those in violation.

The Covenant Guidelines Committee shall also be responsible for:
· Educating and informing the homeowners on the covenants
· Review existing covenants for clarity and applicability
· Proposing changes or additions to the restrictive covenants as needed
· Insure that all restrictive covenants are being followed by all homeowners and residents
· Assist the Board by reviewing reported violations
· Work with the Board to establish processes for covenant compliance
· Submit an article to the Communication Committee for publication in every quarterly newsletter

The Communication Committee

The Communications Committee’s responsibility is to establish harmony in Legacy Grove through effective communication. A key aspect of this is to assure that Legacy Grove residents have the opportunity to receive and/or access a positive flow of information between the residents, HOA leadership, and all committees. In keeping with these responsibilities, the committee is responsible for:· Overseeing the publication of the community newsletter to include its design, layout, printing and distribution. · Develop and maintain the Association web site in accordance with the instructions of the Board of Directors. · Maintain and develop an Associations’ email distribution list. · Publish any community wide email distributions as directed by the Board of Directors. ·Coordinate overlapping activities with the chair of other committees as appropriate. · Work in cooperation with other committees to help them communicate events, activities and updates to the Association as required. · Explain how members can become involved and participate in the association.· Provide a recap of the past year's accomplishments. · Report on the upcoming year's activities and goals.· Create and maintain a Welcome Packet to be distributed to each new homeowner. · Promote public relations in local media. · Based on input from the Committee Chairs, compiling and posting the agenda for the next HOA meeting 30 days prior to the meeting. · Taking and posting minutes from all Legacy Grove HOA meetings · Implementing improved signage

The Social Committee

In addition to the general committee responsibilities, the Social Committee is responsible for planning activities to promote a sense of community within the residents of Legacy Grove.  How to achieve this is up to the discretion and creativity of the committee.  At a minimum, three a year events should be planned and executed by the Social Committee.

The Finance Committee

The responsibility of the Finance Committee is to work with other committees to prepare the HOA budget for the upcoming year, collect homeowner dues (check or money orders “NO CASH”) and coordinate with homeowners who do not pay their dues in a timely fashion. The Committee’s responsibilities shall also include:

· Review the current insurance policies and HOA contracts to insure they meet or exceed standard minimum insurance requirements
· Review / audit the previous year’s balance sheets
· Review all HOA bill’s for accuracy before they are paid from HOA funds
· Verify that all bills and financial obligations of the HOA are paid in a timely fashion so as not to become delinquent   
· Review and approve all financial matters that are scheduled to go before the HOA prior to the HOA meeting 
 
·  Appoint a committee member to act as Financial Secretary for making deposits and writing checks, however, the Secretary would not have check signing authorization 

· Submit a brief financial status report for publication in each quarterly newsletter

Responsibilities of Neighbors and HOA members

· Know and support your neighbors. Be aware of vacation schedules or know when they are out of town. Volunteer to collect mail and papers to keep such from accumulating.
· Get to know your neighbor’s vehicles and notice familiar faces.
· Take note of strangers and their activities in the community.
· Immediately report suspicious activity to the police by calling 911.
· Immediately report concerns to the Board and all HOA committees if you feel the community needs to be alerted via email or phone.
·
Provide your contact information (email, phone number) to the Communication Committee in order to receive suspicious activity alerts.

As a homeowner, you have a responsibility to comply with the provisions of the Declaration of Covenants, Conditions and Restrictions (CC&Rs), which is a document received when you purchased the property. If you were not given a copy, one can be viewed and downloaded at http://www.legacygrove.com

By accepting a deed to their property, all residents of the Legacy Grove subdivision agreed to be subject to the governing documents of the Home Owners Association as well as the sub-association in which they reside, including all rules and regulations promulgated by same.
